Chapter 1383 You're still the one being sarcastic!

What is good from above must be followed by those below.

If he started doing this kind of thing from the moment he got off the bus, he wouldn't need to do anything else for the next three years; countless cases and leads would be handed to him.

When the time comes, will he investigate these clues or not? Will he make arrests or not?

Doesn't investigating a case require time and effort?

It doesn't say that cleaning up official corruption is unimportant, nor does it say that these tasks are not worth investing time and energy in; it's just that there's no need to passively devote oneself entirely to them.

If he neglects other work, even the people in the group will be dissatisfied with him. If they really arrange for him to be the nemesis of the deputy director in charge of supervision, that would be troublesome.

Development and Qingming should be in a dynamic balance. The fundamental goal is to mobilize all resources and lead the team to achieve results to the greatest extent possible.

Zhu Yuanzhang dared to skin corrupt officials and stuff their skins with straw as a warning to future generations, but were there few corrupt officials in the Ming Dynasty?

Junior cadres focus on doing things, while senior cadres focus on being a good person.

If Li Xuewu were in charge of a department with only a few dozen people, he could easily handle everything and take care of all aspects.

The group had tens of thousands of people under his management in Liaodong, and more than a dozen factories of various sizes. He had no intention of becoming a Zhuge Liang, devoting himself to the cause until his death.

There are leaders in charge of factory supervision and leaders in charge of factory industry. Everyone has their own responsibilities, so it is not necessary for him to make decisions on everything.

Mentally, one must understand what a leader should do in order to quickly adapt to the new role and manage such a large operation.

He focused on the big picture and let go of the small details, remaining unchanged in the face of all changes. The initiative of the two Yangs was also somewhat suspicious, especially considering the dynamics of other people in the unit.

If he cannot establish authority and carry out normal leadership work within three months, he should pack his bags and return to Beijing as soon as possible to avoid a major setback.

Li Xuewu set himself a goal to sort out the situation and order of the metallurgical plant and other industrial enterprises of the group in Liaodong within two months, and to adjust and improve his work plan for the next three years in Liaodong industry, which he had already formulated.

This involves many aspects, including personnel, technology, engineering, and trade. He doesn't mind the trouble, nor is he afraid that these minor issues will cause him problems.

He had been preparing since the day he decided to come to Liaodong. How could he be so disoriented just because one or two factory leaders quit?

He won't replace all the factory leaders, nor does he have that many subordinates to arrange. He's giving these people a chance to "perform."

Whether they want to show loyalty or act shamelessly, let them do what they want. But at his level, it's better to be more open; resorting to underhanded tactics will only invite criticism.

The more upright and honest a leader's actions are, the more support and trust they will gain from the masses and cadres. Under such circumstances, where will evil spirits hide?

He now needs to quickly establish normal relations between cadres and the masses, healthy channels for communication between superiors and subordinates, and a reasonable and rapid handling mechanism.

To put it simply, it's about letting grassroots employees and cadres know who he is, what he looks like, how he plans to work, and which direction he's striving towards.

The typical approach of leaders is to first win over these deputies, then use them to convey their ideas, and finally lead everything from a superior position.

Li Xuewu did not intend to do that. If he were forty years old this year, he could still enjoy the fruits of others' labor and use both kindness and severity, but he was simply too young.

He now has the ability to subdue his deputies, but he lacks the prestige to command the trust and obedience of his subordinates.

This is the helplessness of youth. There's an old saying that goes, "A young man with no experience is unreliable," but those at the grassroots level insist on believing in that.

Therefore, Li Xuewu must continue to work towards making the metallurgical plant director a living, breathing person in the hearts of the workers, rather than just a signature on a document.

In just over ten days, he had read through all the important decision-making documents of the metallurgical plant and the Liaodong Industrial Leading Group since its establishment.

While he couldn't claim to know everything, based on his understanding of the steel city over the past few years and his involvement in major project construction, he at least had a general idea in mind, and his previous preparations hadn't been wasted.

The next step is to combine theory with practice and adjust the work plan according to the actual situation of each unit and factory area.

Personnel adjustments also need to be made.

The entire group has made preparations for the personnel adjustment. The plan was led by Li Huaide, chaired by Gu Weijie and Jing Yunong, and jointly decided by other deputy directors. It will be implemented after the New Year.

As for the other heads of the group's industrial enterprises in Liaodong, they all tacitly bypassed them, leaving the task of arranging the layout to Li Xuewu.

However, the position of the principal person in charge cannot be changed; this is a matter of principle.

These people were basically transferred from the department last year, and they haven't even worked there for a year, so there's no need to make any adjustments.

Although Xu Sinian, the shipwright of Yingcheng, had been in Yingcheng for three years, Li Huaide still wanted him to serve another term.

The group still needs someone to oversee the project in Yingcheng Port, and he is the perfect fit.

However, Lao Li had already spoken with Li Xuewu privately, and since the Yingcheng Port project was of paramount importance, he still preferred that it be directly managed by the group.

Li Xuewu had no objection to this; it was better for such external projects to be directly led by the group. From both an administrative and business policy perspective, the group had easier management advantages over its superiors and the port area.

This raises a question: Xu Sinian is to be in charge of the construction of Yingcheng Port Area, but after it is completed and put into operation, he cannot be put in charge of its management. What does Lao Li plan to do with Lao Xu?

Old Li's opinion was to see how things went. If Xu Sinian was capable of taking on a major role, then he should be given the right to participate in the group's decision-making process and be in charge of shipping and port affairs.

If Lao Xu is finished and can't hold on, then transfer him back to Beijing to take up a leadership position or other nominal post, and then retire to the second line after one term.

Human resources work is that realistic and cruel; even Li Xuewu cannot directly decide on the selection of the top executives of various industrial enterprises. He only has the right to make suggestions and vote; the group will not give him the opportunity to make decisions unilaterally.

He can't just step down or move up at will, but he still has the authority to make appointments and adjustments for the deputy positions in the group's various industrial enterprises.

This was also a tacit understanding between him and the other leaders of the group; now that he had arrived in Liaodong, these people had to support him.

No one can challenge his authority.

What if the top executives of various industrial enterprises take a hard line?

Even without Li Xuewu taking action himself, the connections behind these people wouldn't allow it, at least not until he revealed any flaws.

Anyone below who dares to provoke Li Xuewu is essentially challenging him directly at the group level. Who would dare to break the unity first?

The higher-ups have already emphasized that anyone who dares to step forward will be dealt with.

Now Li Xuewu's weakness has been exposed: no one has taken the bait and no one has dared to make a move. Why is that?

-

Are you really going to spend the Spring Festival in the steel city?

Zhou Yamei finished tidying up the kitchen and came out to find him sitting on the sofa drinking tea and reading the newspaper, while his son was kneeling beside the coffee table doing his homework.

Li Xuewu has been in Gangcheng for almost two weeks, and Fu Zhidong is still very attached to him.

There are small desks prepared for him in the study and upstairs room, but he becomes disobedient when his uncle comes home for dinner.

Well, after dinner he wanted to chat with his uncle about school, but she reminded him that he needed to do his homework.

Even when doing his homework, Fu Zhidong didn't plan to leave his uncle's side.

No, perhaps it should be said that he doesn't allow his uncle to leave his sight.

Upon hearing her question, Fu Zhidong suddenly raised his head and looked at his uncle with a somewhat nervous expression.

Even Zhou Yamei felt a little jealous of this tension; how could this uncle be closer to her than her own mother?

He was afraid that if Li Xuewu mentioned going back to Beijing for the New Year, his long-cherished plan to set off fireworks with his uncle during the New Year would be ruined.

"Hmm, you don't welcome me staying?"

Li Xuewu put down the teacup he was holding, looked up from the newspaper, and looked up at Zhou Yamei.

“Mom—” Fu Zhidong’s nervous gaze shifted to his mother again, afraid that she would say she didn’t want his uncle to stay for the New Year.

Zhou Yamei was furious. Was this still her own son?

"How could I dare—"

She gave Li Xuewu a slightly displeased look, her lips twitching, and said, "If I say no, my son won't agree either. Isn't that right, Fu Zhidong?"

“Mom—” Fu Zhidong, who was good at reading people, could tell that his mother was about to get angry.

He put down his pencil, stood up, and rushed to his mother's side, saying shyly, "Of course I'll listen to whatever you say."

"It's...that's..."

Having pleased his mother, he glanced back at his uncle with some reluctance before whispering to his mother, "It's so cold outside."

"You're worried your uncle will get cold?!"

Zhou Yamei rolled her eyes, then looked at Li Xuewu, who was grinning mischievously, and said reproachfully, "Your scheme succeeded, didn't it?"

"What did I do?" Li Xuewu looked wronged and spread out the newspaper in his hand, saying, "I didn't say anything."

“You’re so cunning—” Zhou Yamei glared at him and said, “If you dare to sow discord between my son and me again, I’ll kick you out.”

"Uncle didn't—" Seeing his mother like this, Fu Zhidong became a little anxious and looked at his mother seriously, emphasizing, "Uncle didn't say anything bad about you. He even told me to take good care of you."

"You—" Zhou Yamei said angrily, pointing her finger at her son's forehead with a look of disappointment, "Even if your uncle sold you, you'd still help him count the money."

"Uncle doesn't... he just doesn't..."

Fu Zhidong turned to look at his uncle, wanting to confirm whether his mother had wronged him.

Seeing his uncle's aggrieved expression only strengthened his belief that his mother was overthinking things and that his uncle was a good person.

"Alright, go to your study and do your homework."

When Zhou Yamei saw Li Xuewu start acting, she was furious. She felt like she had raised her son for nothing.

She told her son, "The living room lights aren't bright enough; be careful not to hurt your eyes. Mom needs to talk to Uncle about something."

"Okay, Mom!" Fu Zhidong was unusually well-behaved this time, tidying up his books and homework before cautiously glancing at his uncle and then reminding his mother, "It's very cold outside—"

"Alright, go do your homework."

Zhou Yamei was furious. She glared at her son until he went into the study, then turned her glare at Li Xuewu.

Li Xuewu feigned an innocent expression, picked up his teacup, and then looked at the newspaper again, as if he had discovered some interesting news.

"Always putting on airs, humph—" Zhou Yamei walked over and snatched the newspaper from his hand, then plopped down next to him. "You're spending the New Year here, have all the arrangements been made in Beijing?"

"Isn't it a bit late to ask this now?" Li Xuewu pointed to the calendar on the wall and reminded her, "There are only four days left until the New Year."

"Besides, you heard me calling Li Xue that day, so why are you doing this again?"

"Why do you say it is because of that?"

Zhou Yamei gave him a deep look, then lowered her head, folded the newspaper, and said, "I promised her I couldn't..."

"Nonsense—" Li Xuewu glanced at her, snatched back his newspaper, and said, "You think you can rest easy after giving me a bracelet?"

After saying that, he stopped looking at her, picked up his teacup and said, "No one is going to be on guard against you. Go to the capital if you want. Don't worry about nothing."

So, I was just being delusional?

Zhou Yamei glared at him, then pursed her lips and said, "I can be sorry to anyone, but I can't be sorry to her."

"Then you two can go ahead—"

Li Xuewu was so angry at her words that he laughed. He looked at her and said, "How come you're using 'I'm sorry' and 'I'm sorry' all at once?"

"It's all because of you—" Zhou Yamei looked at him, pouting slightly, and said, "You only know how to bully me."

"Look at that, how unreasonable is that?" Li Xuewu turned to her and asked, "When have I ever bullied you?"

"You still dare to talk back!" Zhou Yamei glared at her and said, "I'm asking you, why are you staying here with me when you're working in Steel City?"

"Hey—that's not it—"

Li Xuewu shook the newspaper in his hand and said, "I forgot to tell you, this newspaper says that Factory No. 17 has trial-produced a hydraulic automatic polishing machine with world-class advanced technology."

"You stop right there—" Zhou Yamei grabbed his arm as he was about to stand up and slip away.

Northeastern women possess a unique kind of fierceness. They may appear intellectual and gentle on the surface, but deep down they can be incredibly ruthless.

If this person wasn't ruthless, how could they allow Fu Haibo to stay away from home for so many years and still raise the child well?

Li Xuewu's evasive answers were definitely not out of fear of her; he simply didn't want to answer the question.

how to answer?

This woman is an expert in the field of psychology; how could she possibly hide the truth or falsehood of what he says?

You tell me, if he lies, and this woman catches him red-handed and scolds him, wouldn't that be even more embarrassing?

Want to tell the truth?

Stop joking, he still wants to stay here. If this truth isn't said, there's still a chance for reconciliation between them; if it is, it will truly hurt.

Although Zhou Yamei is also very sad now, he didn't tell the truth after all, so we can't blame him.

Zhou Yamei really wanted to bite him to vent her anger. Suddenly, she noticed several pairs of eyes watching her from outside her house, and someone was following her on her way to work. Only then did she realize that something seemed amiss.

She wanted to ask Li Xuewu: Did you bring the Japanese devils here?

"For the New Year, all you need is a set of clothes, a string of firecrackers, a couplet, and a pot of dumplings."

Kuang Yusheng stayed by Li Xuewu's side, and this was his answer when Li asked how he would spend the Spring Festival.

Li Xuewu tucked his gloves into the pocket of his wool coat and said with a smile, "It's festive, but it sounds a bit lonely."

"Hahaha--"

The cadres following behind him burst into laughter. It was only because the leader was in a good mood that they dared to laugh.

Zhang Wei walked beside Zhang Enyuan and leaned closer to ask, "The leader can still joke around, right?"

Zhang Enyuan turned to look at him and said, "Why don't you try opening one?"

"..." Zhang Wei's smile froze for a second, then he said awkwardly, "I don't think it's necessary."

Zhang Enyuan twitched the corner of his mouth, turned his head to look ahead, and prepared to see if his leader needed anything.

Actually, he was being too cautious. Li Xuewu's trip with them for the research could be described as traveling light and keeping to a minimum.

Just think about it, how many people can fit in two cars?

Li Xuewu brought his secretary Zhang Enyuan, deputy director of the office Zhang Jing, and Dong Wenxue's secretary Zhang Wei.

Zhang Wei has been helping him with data and personnel organization these past few days, but he hasn't shown up much.

In addition to these three, Li Xuewu had Zhang Enyuan call two more people from his office to accompany him.

Zhang Enyuan didn't know what he was thinking, but he even reported the matter of him wanting two people to come with him to Liao Jinhui.

Liao Jinhui was probably really numb, so he handed the matter back to Zhang Enyuan, who then called out his apprentice's name.

In a workplace, push and pull are normal, just like in a relationship, one party always has to compromise first.

"The end of the year is tough, but we get through it every year; the days are tough, but we just have to endure them one by one." Kuang Yusheng said with his hands behind his back, looking at the newly built workshop in front of him, "Two years have passed in the blink of an eye."

"Everyone enjoys the joy of autumn harvest." Li Xuewu looked at the equipment and facilities in the workshop with a somewhat critical gaze, and said, "But it also requires the efforts of spring."

"Am I not an old ox that plows the fields?"

Kuang Yusheng didn't care about his criticism at all, pointed to his face and said, "I think I've gotten quite a bit darker."

"You weren't fair-skinned to begin with—"

Li Xuewu turned his head and glanced at him, then scoffed, "At this age, you still want to be a gigolo?"

"Who told us we have this advantage?"

Kuang Yusheng only acts this shamelessly in front of Li Xuewu, which is also a sign of his relaxed nerves.

The preparatory staff of the steel rolling mill in the steel city all suppressed their laughter, while wondering about the relationship between the two.

Rumors had circulated for some time that Kuang Yusheng and Li Xuewu had a close relationship, having previously clashed but later collaborated.

It's no secret that the predecessor of Gangcheng Automobile Manufacturing Plant was a tertiary industry project devised by the technical and production departments during the Hongxing Factory period, which was none other than Li Xuewu's idea.

Everyone in the group knows that the security department is well-funded; you can tell just by looking at the equipment and uniforms of the security guards.

Which unit was the first in the entire group to be equipped with the Hongxing Lingyang automobile?

That's right, it's the security department.

Where did they get such a large fortune? Every long-time employee of the group knows it all – it was earned through the car maintenance project.

Whether a relationship is good or bad, feelings may not be reliable, but a business relationship is absolutely trustworthy. Just look at the fact that Kuang Yusheng and Li Xuewu worked on projects together and made money for their respective companies; it's not hard to assess their business partnership.

Of course, no one had heard of any private relationship between Director Kuang and Li Xuewu, but who in the entire group did?

Li Xuewu has a very eccentric temper and is extremely principled. He said he wouldn't work from home unless he said he wouldn't bring work home.

Apart from the duty room, no one in the group knew his exact home address, let alone the specific details of his family situation.

If you don't know any of this, then don't even mention making a personal visit.

Li Xuewu spent more than ten days looking at the documents in his office. Whether the group knew about it or not was unclear, but the news had basically spread throughout the Steel City Industrial Zone.

Just when everyone thought that Li Xuewu's documents and materials would not be available until after the New Year, the leaders came to conduct research on the 27th.

Li Xuewu chose the steel rolling mill in Gangcheng as his first stop, and some people were already speculating about the significance of his trip.

Will the leaders continue their research tomorrow and the day after? Which factory will they choose for the second and third stops?

Don't underestimate these sequences; they might hold some big secrets.

Yes, we're all in the same industry. If we don't pay attention to these things and don't understand them, we're really useless.

"Everyone, be careful, don't take this lightly."

Kuang Yusheng stared at the cadre who was liaising with the engineering department at the inspection site and reminded him, "The leaders are professionals."

"Are you trying to scare me?"

Li Xuewu glanced back at him, then looked at the nervous-looking officials who were welcoming the inspection, before continuing to look.

Kuang Yusheng disagreed and continued speaking to the cadres around him: "Do you know who came up with the concept of industrial production standardization?"

Do you know who created the detailed rules for industrial production safety management and the dual contingency plans for safety management?

He pointed to the ground and said, "This is the steel rolling mill, and this workshop was designed by Li Xuewu himself."

"Li Xuewu offered suggestions on production, safety, management, fire protection, transportation, supply, and so on."

“Let me tell you this,” Kuang Yusheng said seriously, “If I can’t find fault with him, it’s because I’m incompetent, but you absolutely cannot fool Li Xuewu.”

“If he says there’s something wrong with you, I won’t doubt it for a second; it’s definitely a problem with your work.”

"Yeah, that really scared me."

Li Xuewu glanced at him with amusement, patted the arm of the cadre who was making the introduction beside him, and said, "Don't be nervous, there's nothing serious."

He then looked at the other cadres in the steel rolling mill and said, "I'm not here to inspect or nitpick."

"Boss, we welcome your feedback."

The officials who were there to greet the inspector stood up straight and said earnestly, "Even if our Director Kuang didn't say it, we know that you are an expert in safety management, and we are willing to listen to your opinions."

He gestured in Kuang Yusheng's direction and said, "Our Director Kuang has repeatedly emphasized the concept of safety during the construction and equipment installation process over the past two years, and mentioned your speech when you were in charge of production safety. We have been wanting to invite you for a long time."

"Hehe, Director Kwong, are you putting on an act?"

Li Xuewu gently grasped the arm of the official who was welcoming the inspection, and looked at Kuang Yusheng with amusement, saying, "This wasn't arranged by you, was it?"

"If I had known he was such a braggart, I would have sent him to the propaganda department long ago." Kuang Yusheng glared at the cadre and said, "Did I tell you to praise me in front of the leaders?"

"No, no." The official's expression changed, and he waved his hands repeatedly, saying, "I mean it from the bottom of my heart..."

"Alright, your Director Kuang is just joking."

Li Xuewu smiled, patted his arm again, and said, "Manufacturing companies only have a few bottom lines, and safety should be the first line of defense in production, am I right?"

Seeing the cadre nod, he then looked at the others and said, "Director Kuang said I am an expert in safety management, which is definitely just him bragging. I dare not admit it."

"Like everyone else, I have experience in safety management. What sets me apart from you is that I'm a latecomer to the field."

He nodded and said very seriously, "At that time, the leaders assigned me to be in charge of safety production management. What could I do? I couldn't just quit and leave, could I?"

"Hehehe—" The grassroots cadres present chuckled as they listened to his amusing words.

Li Xuewu smiled and continued, "There's no other way. If you don't understand, just ask and learn. It's nothing more than summarizing experiences and lessons learned, and studying preventive measures. As long as we prioritize safety management over production, I believe everyone can do a good job in this area."

"Thank you, leader—" the cadre who was welcoming the inspection shook his hand and said gratefully, "Thank you for your guidance."

"It's nothing. I should commend you for keeping the safety of your employees in mind." Li Xuewu tapped his chest and said earnestly, "That's what a qualified cadre should be like."

"This year is the final year of the steel rolling mill's construction; it's the year we come to the end." Kuang Yusheng looked at Li Xuewu and said, "Could you also tell everyone what we should do next?"

"I knew you were hiding something; you were waiting for me here."

Li Xuewu smiled and glanced at him, then looked at everyone and said, "I know you've all been worried about me these past few days, but there's really no other way. The group has built its empire with tens of thousands of people in Liaodong, and I can't act rashly. I need to see you all."

He glanced at the people present and said, "I want to see what you're all doing and how you're doing it."

"I also want to meet you, talk to you, and listen to your opinions and suggestions, even your feelings and complaints."

Everyone present stared wide-eyed at him intently, as this was the first time Li Xuewu had offered an explanation for his actions over the past ten days.

"The reason I am being cautious is because I know that Hongxing Steel Group does not belong to me alone. The group's industrial operations in Liaodong belong to 100,000 employees across the entire group. How could I not be cautious?"

"Don't worry, I will definitely live up to everyone's expectations next year." He waved his hand and said, "Please wait patiently while I visit all the companies."

Upon hearing his words, everyone understood that Li Xuewu was not there to gain experience or accumulate achievements, as some people claimed, but rather to genuinely build a career.

If Li Xuewu wanted to achieve good results, he could have simply reaped the rewards without going through all the hard work and preparation.

Everyone understood his strange behavior a while ago, and now they were really looking forward to his work plan.

Kuang Yusheng accompanied Li Xuewu toward the factory office building, saying as they walked, "Under the pressure of the goal of building a high-standard factory, I haven't had a good night's sleep in the past two years."

"If construction proceeds according to the normal schedule, it will be fully completed by August this year, allowing for equipment debugging and pre-production preparation."

He looked at Li Xuewu, his gaze firm and full of hope, and said, "The steel rolling mill is where it is today thanks to you."

"Sigh—" Li Xuewu patted his arm with a sigh and walked forward with him, saying, "I don't care about these things."

Why did Kuang Yusheng emphasize his expertise in workplace safety and industrial management in front of so many officials? Why did he bring up his past achievements? This was propaganda.

That's right. In order to help Li Xuewu establish prestige on the front line and build an image of a capable, cultured, and dedicated leader in the minds of employees, and a leader who can go to the front line to listen to everyone's opinions.

Li Xuewu certainly understood his purpose in doing so, which is why he had such a good attitude today.

“The group’s deadline is October of this year,” he told Kuang Yusheng. “You must at least tell me clearly before that date whether the steel rolling mill can start operations.”

"You should have noticed this by now."

As he walked, he reminded Kuang Yusheng, "The construction of the new Jingxin No. 1 Factory is also being accelerated. With the replacement of one factory, it is crucial to complete the handover work in the shortest possible time."

"The group must ensure the smooth execution of the production plan and also ensure the stable operation of the Xinjing No. 1 Plant."

“I know that the steel rolling production plan for Beijing’s industry this year is still ours.” Kuang Yusheng nodded and said, “If the No. 1 plant in Xinjing cannot start production, then we will have to take over next year’s production.”

"Neither Director Li nor I want to work for someone else for another year; it would have too much of an impact on us."

Li Xuewu looked at him and emphasized, "We must ensure that the steel rolling mill in Beijing can start dismantling equipment as soon as it stops operating, and we must also ensure that the No. 1 steel mill in Beijing resumes operation in the shortest possible time."

"At the same time, the steel city should settle the transferred employees as soon as possible and restore production capacity as quickly as possible."

"Yes, we're considering that too." Kuang Yusheng was clearly under a lot of pressure. "We've already gone through the fifth version of the plan."

“I don’t care how many versions you’ve made,” Li Xuewu emphasized firmly, “Your steel rolling mill absolutely cannot have any problems.”

"Yes, I promise." Kuang Yusheng gritted his teeth and solemnly assured them, "There will be absolutely no problems."

"Please do it as soon as possible, and submit the plan to me as soon as possible."

Li Xuewu nodded and said, "Once the group's approval is complete, you should start preparing to take over."

He looked at the newly completed office building not far away and said, "We will adjust the machinery, conduct experimental production, and resume production at the same time, trying to form a wave-like management model."

"I know that the ant-like transport method is the most time-consuming and laborious, but it is the safest method we can think of."

The relocation plan for the steel rolling mill mentioned by Li Xuewu had actually started long ago. The new plant area here is under construction, and some cadres from steel rolling mills in Beijing have been continuously transferred here to work.

With the transfer and adjustment of cadres within the unit, some workers in certain positions are also being reassigned.

A survey regarding the willingness of former employees to relocate with the steel rolling mill has already begun. For those workers who are determined to move with the mill, arrangements and transfers will be made in advance.

Mechanical installation, equipment management, process design, and so on all require the cooperation of professional workers.

Starting in the second half of last year, some equipment from Hongxing Steel Rolling Mill had already been relocated to Xinjing No. 1 Plant.

The group also reassigned employees who indicated they wanted to stay in Beijing during the survey.

Those with genuine skills will have their cases temporarily suspended, while ordinary workers will be transferred to the New Beijing No. 1 Factory in accordance with the agreement previously reached between the group and Beijing Industrial.

According to the original plan, Hongxing Steel Group will support at least 15,000 employees of Xinjing No. 1 Plant.

The reason so many people were needed was that during the construction of the New Beijing No. 1 Factory, Beijing's industries also made reinvestments.

We can't simply move and accept the old equipment from the Hongxing factory without upgrading it; this is a good opportunity to expand production capacity.

Therefore, Xinjing No. 1 Factory needed to use the equipment from Hongxing Factory, and also purchased new equipment and machinery from Beijing No. 2 Machinery Factory.

The Second Machinery Factory of Beijing is a machinery design and manufacturing enterprise that has a deep cooperation with the Red Star Factory. Its most popular product now is the automobile production line equipment that is a replica of the Red Star Factory.

The Xinjing No. 1 Factory is expanding, and having seen the benefits of the three-shift management model at the Hongxing Factory, they intend to adopt the same approach in the future.

If three times the production isn't enough, two times will do.

The cadres entrusted with training and management have been working within the Hongxing Steel Group system for two years. After the handover is completed this year, these individuals will lead 15,000 workers to the Xinjing No. 1 Plant.

With skilled workers being handed over, the group's own steel rolling mill cannot cease operation, so it's crucial to solidify its plans.

Getting employees from Beijing to work in the steel city already presents some resistance; it's even more complicated for married employees with families.

Relocation is incredibly difficult; we've already experienced that firsthand during the past two years of the Third Front construction. It's truly remarkable that it's not something that can be done without policy requirements.

After Hongxing Steel Rolling Mill relocated to Gangcheng, the number of employees was particularly noticeable due to the limitations of new equipment, new production processes and procedures, and the shift from the original large-scale, all-encompassing model of Hongxing Steel Rolling Mill to specialization.

When Li Xuewu first started working at the Hongxing Factory, the factory had more than 13,000 employees. This refers to the workers, not including cadres or branch factories like the metallurgical plant.

Over the past few years, the number of people working solely in the steel rolling mill has long exceeded 30,000.

Of these 30,000 people, 15,000 will be reassigned to Xinjing No. 1 Factory. Will the remaining 15,000 come to Steel City?

No, because the steel rolling mill in the steel city only needs less than 7,000 people, which means that the steel rolling mill here is even smaller.

The introduction of advanced equipment and advanced production processes has enabled the work that originally required ten people to be completed by only four.

Some subsidiary factories were incorporated into tertiary industries or jointly established with other industries, thus achieving specialization and reducing their burden.

Therefore, Gangcheng Steel Rolling Mill has undergone a fundamental change compared to Hongxing Steel Rolling Mill, becoming more professional and modern.

Only 7,000 out of 15,000 will be allocated; where will the remaining 8,000 be placed? This is the second personnel reform the group is about to undertake.

At the same time, Li Xuewu had to ensure that the steel rolling mill could settle down and resume production after receiving the new employees, while also ensuring that the employees who were reassigned due to the group's personnel changes could be placed in jobs.

Eight people, eighty people—Li Xuewu could arrange them without even thinking, but this was a quota of eight thousand people.

Kuang Yusheng said he was under a lot of pressure, but wasn't he under a lot of pressure himself?

If he can't handle this problem, then what was the point of the group sending him to Liaodong?

The vast majority of these 8,000 people will come to Liaodong, because the Liangmahe Industrial Zone will be demolished and rebuilt immediately after the Hongxing Factory is closed, and there will be no more heavy industrial enterprises in the park.

With its predominantly light industrial sector and supporting tertiary industries, how many people can be relocated? It's impossible for everyone to fulfill their desire to stay in Beijing.

Then it will depend on each person's abilities. Those with professional skills may go to research institutes, while those without professional skills will go to engineering teams.

Hongxing Steel Group will not abandon any employee and will strive to ensure everyone's work and life.

But the prerequisite is that you must comply with the reassignment.

Even though the group conducted a willingness survey, it doesn't mean that their wishes are the final result.

Since last year, employees have been using their unique skills and connections to various industries in Beijing to transfer out of the Red Star Factory.

Although they were reluctant to give up the company's benefits, these people had no other choice but to stay in Beijing.

Hongxing Steel Group and Beijing Industrial Group tacitly agreed to give each other a year and a half to handle and resettle these employees.

We can't wait until we're moving to start doing things; otherwise, there will be a huge uproar, and everyone will lose face.

"I heard that both of Deputy Director Yang's fathers-in-law are ill, and both of them have taken extended leave?"

In the office, Kuang Yusheng glanced at him and reminded him, "Is there anything I can do?"

"Oh! You've reminded me."

Li Xuewu raised his hand and tapped him, then picked up the phone with a smile and said, "But you don't need to do anything. I'll handle this kind of thing."

When Kuang Yusheng saw him smile like that, he remembered the suffering he had endured at Li Xuewu's hands in the past, and his anus tightened involuntarily.

No need to think about it, he must have some bad idea.

Tell me, what exactly are Yang Shuxing and Yang Zongfang up to? Even if they have opinions, how can they act like this?

Li Xuewu picked up the phone and asked for directions to Beijing, which led to Bu Qingfang's office at the group.

A short while later, Bu Qingfang's voice came through the phone.

"Comrade Qingfang, I have something I'd like to trouble you with." He held up the phone, looking at Kuang Yusheng, and said, "The fathers-in-law of the two Deputy Directors Yang of our metallurgical plant are both ill. You see, at the end of the year, as their leader, I should go and visit them to express my condolences and sympathy."

“But you know I’m busy and can’t get away.” He raised an eyebrow and said, “Could you go for me?”

Kuang Yusheng's eyes widened upon hearing this, then he gave him a thumbs-up with full admiration and whispered in praise, "You're really something else!"
